Joaveski: Waterfalls, Limestone and the Paper Mill
Accommodation in Joaveski
Joaveski can be explored through three themes: hiking trails, its waterscape and the history of the paper mill. At the cascade terraces, the Loobu River flows over limestone terraces to form waterfalls; Joaveski paljand is an additional geological outcrop. The mill’s history adds the use of water for industrial purposes to these natural features. If you are planning a trip to Joaveski, you can consider these different themes separately: hiking, geology or industrial history each offers a different focus.

River Landscape and Limestone
The Joaveski paljand outcrop extends for about 400 m on both sides of the Oandu River. It exposes about 3 m of limestone from the Loobu Formation. The two measurements describe different things: around 400 m refers to the extent of the outcrop, while about 3 m is the thickness of the exposed limestone. The outcrop begins at the road bridge and continues downstream, making the bridge a specific landmark. The names also refer to different things: Oandu River denotes the waterway at the outcrop, while Loobu Formation names the geological unit of the limestone.
The Joaveski cascade terraces can be viewed from the right bank of the river, next to the hydroelectric power plant’s channel. At Joaveski, the Loobu River flows over the limestone terraces to form waterfalls. This brings natural water features and a technical installation together in the view of the terraces. This can be connected with the history of the paper mill: hydropower was also used to operate the mill. For orientation, it is helpful to distinguish between the river, the terraces and the power plant channel.
Compare Hiking Trails
The route distances help distinguish between two hiking trail details. The 19 km Võsu–Nõmmeveski hiking trail leads to the waterfalls at Joaveski and Nõmmeveski and lies within Lahemaa National Park. The 40 km figure, by contrast, refers to the Oandu–Kalmeoja section of the Oandu–Aegviidu–Ikla hiking route. At Joaveski, this section reaches the area where the Loobu River flows over limestone terraces to form waterfalls. So length is not the only factor to consider: the 19 km route names two waterfall destinations, while the 40 km section is described in connection with the Joaveski cascades. Compare the trail names and destination details, and check the current conditions of your chosen route before setting out, as trail conditions can change.
Industrial History by the Water
The Joaveski paper mill adds a historical and technical perspective. Construction began in 1899. An artificial lake and canals were created for its operation, and the mill was powered by a hydroelectric plant. The start of construction, waterworks and energy supply describe different aspects of this industrial project. The lake and canals show that water was not only part of the river landscape, but was also deliberately harnessed for the mill’s operation. Those interested in industrial history can trace the connection between construction works and energy generation.
